LONG size -- set in database?

Is there any way to set the LONG chunk size on the database for all queries?

The "set long " command works fine in SQL Plus to set the chunk size of LONG but when .NET pulls info, it doesn't work. Is there was a way to set it on the database side so that it would work regardless of how the database is being connected too. Any ideas?
