The message is because the logwriter is waiting for the checkpoint to complete before it can reuse the redo log. AFAIK, usually the message is caused by the redo logs being too small, or not having enough redo log groups.
Looking through my archives, I see that an old Metalink Document, Doc ID: 147468.1, discussed this issue.
