RE: secure connection

   Out of curiosity, what is there about your network configuration that would encourage you to do this? At this point we consider our intranet secure, and for externally facing web servers we use a secure point-to-point connect back to the intranet.

I'd start with the "Oracle Advanced Security Administrator's Guide" from tahiti.oracle.com. It's got a chapter on setting up encryption and authentication at the SQL*Net layer.
