Activating batch file from a trigger on nt

Hello all

How can I run startup.bat file when database is up. I tried using the HOST command in trigger but it does not work. Something like: 'host d:\oracle\scripts\startup.bat' in the trigger.

Win2000, Oracle 8.1.7 or 9.2.0.
