How were you able to connect "INTERNAL" or "SYS AS SYSDBA" from a remote ORACLE_HOME ? INTERNAL from the same O_H didn't require a passsword, per the default behaviour. "SYS AS SYSDBA" from a remote O_H requires a Password from the password file. Does your developer has the SYS password ?
