there used to occasionally be a problem with First Watch, where sometimes the disks didn't mount when they failed over to another server... but even then, it wasn't server reboot where I prevented the autostart but in the First Watch scripts (and I have it on reliable authority that that's been fixed.... and it was a number of years ago)

I can see no valid reason other than contingency, where you might want to make sure everything is ready and available and might NOT want the database available until you'd checked out the failover
