Oracle Applications Hanging

I'm sorry for posting this again, but I thought maybe it skipped everyone's eye.

Every once in a while the oracle applications hang, because the listener is taking too much CPU. Even after waiting for a long time, the Listener process continues to hog the processor and people cannot connect to Oracle Apps.

Any pointers on why this might be happening.
