Named User Licensing for Oracle Programmer (precompilers)

As far as I can tell from the Oracle store web page, the Oracle Programmer product (pro*c, et al.) is only sold under a "named user" license. If I buy, for example, licenses for five named users, how am I supposed to enforce or prove to an Oracle auditor that we only have five developers using this product?
