In its *simplest* form, I would say the "spool" since

spool ...
select ...
spool off

will be doing array fetches, whereas

for i in (select ... ) loop
  utl_file.put_line
end loop;

will not be. You can use more code (bulk collect et al) to get the array fetching with utl_file which would someone even out the score. I would say the fastest would be something in Pro*C
