Hi. Does anybody knows how it works the CHARACTER SET argument modifier?

As in the following example:

PROCEDURE My_Proc (Param IN VARCHAR2 CHARACTER SET ANY_CS);  

What's intended using CHARACTER SET ANY_CS ?
