ORA-04021: timeout occurred while waiting to lock object

I have a developer using SQLNavigator and getting the following error while trying to recompile some code.
ORA-04021: timeout occurred while waiting to lock object. This developer is the only one in the database.
The database has been 'bounced' to clear all locks but the error still occurs.

Any ideas?
