As I was trying to get this scenario worked out, so here is what I have done to get this combination working. I deinstalled the Oracle 9i software, then installed SQL plus client for Oracle 7.3 using a Developer 2000 CD. After than I installed Oracle 9i to a different Oracle Home and now OLD Sql Navigator is able to connect to Oracle 9i.
