Ok then why would my oem on one solaris system write files as 664 and another write files as 644?
both databases have '_trace_files_public = TRUE' parameter.
both are writing out files using utl_file. The only difference is one sits on a Netapp filer.
I am still confused.

The umask value is overwritten by the program's mode of writing the file. In other words, umask is the default mode when an override is not specified. For example, the trace files created by the Kernel do not have world read permissions regardless of umask - they are set to world-read using the '_trace_files_public = TRUE' parameter which instructs the kernel to create these files in a world-readable mode.
