I'd say it's more like "busy work."

Ever move to another state and have to take another test for your drivers license? Even though you have been driving for years you may want to study for the test because the wording is strange and they ask stupid, off-the-wall questions that are covered on some dumb study sheet. It's strange having to take time to study for something that you already know how to do.
