Error while connecting to database

Hi,

We are trying to make duplicate database on same machine (WIN2K) using RMAN. so we created the entry for SID in listener.ora and tnsnames.ora.. Also we created password file as:
orapwd file=PWDV901DUP.ora password=manager entries=10

But when we try to connect to database we get error as:

SET ORACLE_SID=DBDUP E:\ora\ora92\database>SQLPLUS "SYS/sys AS SYSDBA"

SQL*Plus: Release 9.2.0.1.0 - Production on Mon Jun 24 11:39:45 2002

Copyright (c) 1982, 2002, Oracle Corporation. All rights reserved.

ERROR:
ORA-12560: TNS:protocol adapter error

What are the other steps we need to configure??
