Port access cancelling

Hello Unix Guru's!

One of the port supposed to be used by db server has been occupied by application servers. When I want start a particular interface programs on DB which access the particular port is right now busy because it is used by apps server which is not supposed to be. I cancelled the PID on apps server and tried run ning the application interface on db server, but I still get the port in use error. How do I check that this port is in use by which apps server. We have 4 apps servers. Last time when we had this issue we did rebooted the apps servers to release this port. I guess that not the perm. solution.

Please advice.
