according to the docs its in there.

Sys Accountability: Heightened user accountability and database security are now possible with the capability to audit all operations done by user SYS(including all as SYSDBA and SUSOPER connections).

This is from the 9ir2 new features guide.

Haven't tried it yet, just currently beating up on logminer new enhancements and later this week hopefully logical standby.
