Install: 9i on 2000, TNS Listener service not installed

Starting to play around with 9i.
Downloaded and installed on Windows 2000 Workstation. So far so good except no TNS Listener service lsnrctl start from the command line creates a listener.

This may be a side effect of installing on Workstation instead of Server. Anyone have any insight?

Anyone know how to create the listener service after the install?
