Strange problem with charactersetsemp has 20 rows dept has 0 rows

select ename
  from emp e
 where not exists (

         select 'x'
           from dept d
          where e.deptno = d.deptno
       );

This one too will return rows even though dept has no rows.   So what i'm asking is if any one table in a select contains no data will the select always return no rows ?
