I think managers are often placed in impossible situations, even when they mean well.

It seems to me that managers mostly act as buffers between groups, they have no real power. They are there to facilitate the flow of information. That's why people skills and clarity are important.

Many decisions are made by consensus in management committees.

Sometimes decisions "happen" because of a crisis, the solution is obvious and no decision has to be made, so money can then flow to plug a hole. When there is no crisis, stats are used to build and tear down arguments, and the strongest stats at the particular meeting win, until the next meeting. Stats are safe, they can always be used to justify decisions. "I made my decision based on the information available at the time."

The rest of the time is taken up by empire building, building alliances with peers, and careerism.

Because information flow is more important than anything else in big organisations, people who are nice and haven't annoyed anyone above them tend to get promoted.
