Other Oracle distributions I have downloaded from otn provide multiple disk images of the "correct" size. During the install you are prompted to change cds. This is much better from the user perspective. During an emergency situation requiring a re-install are you going to want to spend the time creating the staging area? What you propose is the only solution I can think of, I'm just grumpy about it.
