file open, db file parallel write

All,

Does file open, db file parallel write wait, point to any IO bottlenecks?

Is the datafile opened ( as in C programming) for every access to any object in the datafile. The P1, P2 and P3 values in V$SYSTEM_EVENT don't seem to expalin anything.

Any thoughts please?
