I don't know if this is related to what we are going through here,
apparently Oracle treats transactions via db link as 2-phase commit
transactions unless SET TRANSACTION READ ONLY is used.
Check dba_2pc_pending to see if you have hung 2-phase commit transactions.
If you do, do a search in MetaLink to find out how to remove them.
