Is the table partitioned?
Also, do you have any money for reorg tools?
What sort of maintenance window do you have to complete this reorg? Can you negotiate for a larger-than-normal maintenance window?

If you can't export, can you do ctas (create table as select..) ? Either way it's going to take a long, long time...
