I have a simple Perl script that can do the job for you. I've not found a way to do this using NT scripting.

I don't - but maybe take a look at the rman package (dbms_rman.delete_file or something like that) which allows you to delete files from the operating system.
You could then use PL/SQl and the various v$ views to determine which archives you want to toast.
