Sql Server to Oracle

I've got a Texas client who has a link to an office in India.

They are attempting to insert records from Sql*Server, but are using ole-db or what ever it's called. In M$ wisdom, the first thing the link does is request the entire table from the host... This causes a 1-2 minute delay to insert 1 record. Fortunately it only does it once.
Is there a way to turn this off?

What in the world would happen if they were trying to insert into s 50 million row table? They'd not only have a 1-2 hour delay, but probably die flooding the memory of the Sql*Server box...

They are looking into a visual basic program, but if this "get a copy of the whole table" could be stopped, then this "opportunity" would be over.

It's been too long since I've looked at Sql Server 7, and I can't think of anything off hand.

Maybe one of you have "been there, done that"...

Thanks.
