Well, I believe changing the number of processes involves bouncing the db anyway. IF you can't get in via svrmgrl, I've just killed client processes (if your appserver isn't spinning out of control) until I could get in. Otherwise I've had to take the drastic measure of killing smon or pmon or something to get the database to STOP, especially when the arc destination is filling up as well.

I have no idea how I'd do what I just described above in Windows, though.
