why not just copy over your complete hot backup? If you need it to be as up to date as possible, you could do it as a standby database and apply logs until you are ready and then open the standby database and you will have an exact copy.

Transportable tablespaces have some caveats -- and the SYSTEM tablespace is not transportable. So if you used them, you wouldn't have an exact copy.
