LENGTH of VARCHAR2

What is the highest length of VARCHAR2 variable in 8.1.7? Is it 4000 bytes?

I'm using dynamic SQL - like OPEN cursor FOR sqlstr . sqlstr is variable of type VARCHAR2(4000) . If the length of select statement in sqlstr is bigger than cca 2000, sqlstr is null.
