You seem to be missing quotes around the argument to the upper function.

The following works for me (with 2 quotes added): dbms_sql.parse (cursor_id,'TRUNCATE TABLE'||UPPER('PRIMUS_TEMP_DUMP'),dbms_sql.v7); Was this what you meant?
