Yep, open_cursors has always been a freebie. I can't help but think that an extraordinarily high open_cursors has to cost some semaphores, but I've managed to have very high open_cursors and very moderate semaphore settings and not run into any problems.

When I ran into this error using AP Oracle Applications, I was told this could be set as high as I wished with no performance hit up front (the cursors are not allocated, only allowed). In fact, the support analyst couldn't come up with a good reason why it shouldn't be set to the maximum for the platform (on Solaris at the time it was 1000). I suspect there is a reason, but getting the transactions through AP far outweighed the potential performance impact ;) (I didn't see any, but was really chasing other, larger performance issues at the time).
