IF you type LSNRCTL HELP 
YOU WILL SEE  THE SET OPTION 
THEN TYPE 
HELP SET 
you will see the log_status action ..
 
type show log_status  ..... and be sure that 
it is ON. Then try to make it OFF with the SET command ...
