FORALL .... no question ... as it involves only one context switch from plsql to sql, whereas for FOR loop, you have two context switches every time the update is encountered. Also, BULK COLLECT is a good thing ... but if you are talking about 10s of thousands of records ... it probably turnout to be a memory hog.
