Try this in your rman script
set until time "to_date('30-JAN-2002 12:00:00' ,'dd-mon-yyyy hh24:mi:ss')";
Make sure you have the NLS_DATE_FORMAT set too.

Am I missing something? I also set the nls_date_format for the target database to DD-MON-YYYY HH24:MI:SS
