Hello list,  

I have heard )unsupported) that Oracle was under attack by Denial of Service (DOS). Someone repeatedly sending in large packets that the server needs to process. Perhaps they did not separate their web-server from their database server ?

I have been trying since 8.00 AM Central standard time. No matter what ORACLE claim, it appears to be broke.
