system call error while attempting to execute a c program which c

I'm trying to execute a simple C program from the command prompt window. The program is suppose to call sqlplus and update a table. The program works on an gateway e-1400 with win2000 professional and it works on a pc running win95. The program aborts with the following error on a gateway e-3400 running win2000 professional:

Error issuing system call
File or directory not found

I have checked to path statement to make sure the oracle directory and programs can be found. I can execute plus80 and sqlplus from the command prompt with no problem. Does anyone have any ideas as to what I can check? Unfortunately, I only have the C executable. I don't have the source code. Has anyone seen this error before?
