The dba_space package has routines that will tell you wherer the hwm mark. With
that infomration and 1.75 you can get a cup of coffee :-). Knowing "where" the
HWM mark is, is not helpful. The only way to move it, is to truncate the table.
I know this is difficult in a 24X7 system but frankly is unavoidable.

BTW, you have a perfect situation for a partitioned table based on months. Then
instead of deleting date you can drop the partition.
