UTF8 and Win2K

Folks,
I am starting a new project today and the client is using 8.1.7 on a standalone Win2K server. They had a "DBA" set up the server and install the software.
Now when they run any query, the server locks up. I am not on-site yet, so I can't give any further details yet, but has anyone ever heard of anything like this?

I am not even sure that the UTF8 character set is involved, but I thought I would ask.
