John:

I believe you are referring the VCS "trigger", which is some programming interface Veritas provided. Those triggers are mainly used to incorporate certain user processes after failover and are not for monitoring purposes.

My understanding is that VCS itself can provide you with simple 'external' scripts that can be run to monitor the process as well as to perform any additional checks/stats gathering. Since this is ruin by VCS, it will be able to understand that there has been a failover. Apologies - I don't remember the details, but you should be able to check this with Veritas.
