The only available tablespace after database creation is the SYSTEM tablespace. We will need to obviously create more tablespaces including the rollback segment tablespace. The second rollback segment is created to create the other tablespaces since we do not want the SYSTEM rollback segment to b used while creation of the other rollback segments.
