Hi,

After you've kicked them out already you can also do an alter system enable restricted session. (no need to shut it down if for instance batch jobs are already running)
This will allow anybody with restricted session privileges to connect to the database (DBA role has it included).

shutdown normal? Never using it. If you really want to keep users out you must first kick out those who are connected. Use shutdown immediate or (slightly less fascistic) shutdown transactional, then restart your database using startup restrict. Nobody will annoy you.
