I haven't done it with the REFERENCES privilige but with others the following will work:

create the same user account with the same password in the other database.
grant the appropriate permissions to that user.
refer to the table with @servicename or create a synonym with the @servicename notation. When the user refers to the object the username/password from the current instance will be passed to the other instance.
