I have seen things like this before.  Oracle consulting sometimes uses a set of tools named "APS" - Administrative and Performance Suite.  Perhaps this is something left by them.  I don't this around anymore though, so I can't check for this specific view.  Do you have an aps7 or other aps* directory in the tree under $ORACLE_BASE?  Are there other aps* objects that might shed a clue?

  i didn't find any view as like 'APS%'   in db dictionary...
