you are thinking of Data UnLoader.
it's VERY expensive (like $5000/8 hours and you have to guarantee a
minimum of 16 hours).
they create either sql loader input files or export dump files you can
use to reload the information.
yes, I've used it. It was the last time (with luck the last time in my
life) that I worked a 40 hour day.
