Where is the debugger package in oracle 7 and how is it called?

Hi,

we are using TOAD for debugging Oracle PL/SQL packages. I would like to ask if some one knows how to bringt TOAD to debug Oracle 7 PL/SQL packages. According to the Help it can do this, on the other hand I can not seem to find the dbms_debug package neigther in the database, nor in the orant\rdbms73\admin directory.
