Some things you could look at:

  1. implement a very agressive keep-ing policy using dbms_shared_pool to limit fragmentation
  2. once (a) is done, you can do a shared pool flush without having much impact.

Are you parsing a lot? If you are, you may get some joy with the cursor_sharing parameter - but this is known to have some bugs here and there in the earlier 8i versions.
