Package standard

I've just installed 8.1.6.2.0, created a database and found that dbms_standard is not there. When I try to run utlrp.sql I get the message STANDARD is not available. I found this out because DBMS_PIPE is missing and can't create created unles DBMS_STANDARD is there.

Any help would be appreciated.
