If you have had a catalog in the past and it is backed up somewhere you can get restore in from backup. If you don't have a backup I would just create a new recovery catalog. Then backup all of you databases using rman in order to have current backups in the new recovery catalog.

If you have never used a recovery catalog you must create one. Log on as rman and create the catalog.
