unable to insert into table with datatype raw

create table ff (dd raw(16));

SQL> insert into ff (select hex_to_raw('234') from dual); insert into ff (select hex_to_raw('234') from dual)

                       *

ERROR at line 1:
ORA-01465: invalid hex number

SQL> select hex_to_raw('234') from dual;

HEX_TO_RAW('234')
