True - but it only really "works" if you've already been using good choices for extent sizes. To build the bitmap it needs to come up with the greatest common divisor for every extent size in the tablespace. If you had two extents which were (say) 96k and 104k, then your bitmap will have an entry for each 8k block in the file... not so great.
